Kimberly Bizor Tolbert named Dallas city manager

Kimberly Bizor Tolbert, who has held the interim office since May 2024, has been appointed to the position long-term by Dallas City Council. She's been credited with improving some development services and aiding in incentives deals, although the city manager search process has also been criticized by media.
